摘要
绩效考核体系是建立现代企业人力资源管理制度的核心。如何设计和建立一套科学、符合中国国情并能适应企业战略发展需要的绩效考核体系,对国内企业来说是一个重大而全新的课题。本文从绩效考核基本理论出发,在分析盘锦港有限公司绩效考核现状及其主要问题的基础上,为其设计了绩效考核体系,并提出了绩效考核的实施保障措施。首先,在论文的绪论部分,对盘锦港有限公司的机构、业务及绩效考核现状进行了简单介绍,阐述了绩效考核的重要意义,和国内外绩效考核相关研究综述,对绩效、绩效考核的含义、内容等相关理论等进行了全面的阐释。其次,对盘锦港有限公司的绩效考核情况进行了较为详细的介绍和分析,分析了需要解决的问题及其原因。然后,依据盘锦港有限公司的现实状况,运用相关理论知识和方法,为盘锦港有限公司设计了绩效考核体系。另外,在论文最后,对盘锦港有限公司的绩效考核体系的运行提出了实施的保障。
绩效考核体系的建立是一项艰巨而又复杂的项目,我国大多数企业尚处在起步和摸索阶段,希望本文能对盘锦港有限公司的绩效考核工作发挥积极的作用,也希望能对国内同行业绩效考核体系的建立起到借鉴作用。

Abstract
The performance appraisal system is the core of establishing modern enterprise human resource management system. It is an important and new problem for domestic enterprises, how to design and establish a performance appraisal system which is scientific and suit to Chinese situation and also suit to the enterprise strategy development. In this paper, based on the basic theory of performance appraisal, after analysis the present situation and main problem of performance appraisal in Panjin Port Co., Ltd, a new performance appraisal system is designed for the company and also implement insurance for the operation of performance appraisal system is put forward. Firstly, in introduction the organization, business, present situation of performance appraisal, the importance of performance appraisal and the related performance appraisal research is introduced, give an all-sided introduction about the meaning, content of performance and performance appraisal; the position and function of performance appraisal in human resource management. Secondly the present situation of performance appraisal in Panjin Port Co., Ltd is introduced and analysis in details, the problems existed in it and its reasons are taken apart. Then the performance appraisal system of Panjin Port Co., Ltd is designed based on the present situation of the company, and using the related theory and method. At last implement insurance for the operation of performance appraisal system in Panjin Port Co., Ltd is designed.
The establishing of the performance appraisal system is a hard and complicated work, and it is at the underway phase in some companies in our country now. It is author's expectation for this article to produce positive effect to the performance management of the Panjin Port Co., Ltd. The author also hopes this article will have a use for reference for other domestic craft brother companies.
