摘要
自从革开放之后，中国经济的发展突飞猛进，综合国力不断提升，目前正以一个发展中大国的形象出现于国际舞台。与此同时，中国一改过去对多边主义和地区合作的消极态度与被动姿态，正在经济、安全与军事等诸多领域内与其它国家开展着活跃的多边合作。
随着中国综合国力的提高及在国际事务中影响力的增大，各种利益的摩擦和中国威胁论的出现也是显而易见的现实。在周边国家看来，中国的迅速崛起可谓是机遇与威胁并存，这一点当然也是对中国外交政策研究的重大挑战。从国际政治的层面看，崛起的中国对于21世纪国际格局产生何种影响在现实中是一个重大的课题，引发了大国崛起与衰落、均势的重组等一系列的争论，成为学术界的一个重要话题。一个迅速崛起的中国，未来是成为一个合作、和平的国家，抑或是挑战现状的国家，在理论上与实践上都引起各国的探讨和争议。考虑到后冷战的时代背景，以及中国发展的背景和逻辑，一个强大中国的崛起更多地是一个机遇，而非威胁。尤其是在经济层面，随着中国国际地位日益高涨，亚洲、世界各国都在努力改善与中国关系。中国的发展更是与美国以及世界的经济发展共为一体，全球经济也会因中国经济的发展而得利，因此，中国的发展是一种机遇。同样，在政治外交领域，中国越来越成为国际社会中负责任的重要成员，维护国际社会的和平与稳定。
以此判断为出发点和逻辑依据，本文认为，在后冷战时代，多边外交是中国外交战略的一个重点，也是中国外交中的一个不可或缺的组成部分。本文所关注的是中国周边区域层面的多边外交，所要探讨的是亚洲地区的中国多边外交。对于中国而言，亚洲地区是中国核心国家利益最为集中、同时也是中国影响力最为直接的地区，是中国的外交重点地区。在亚洲地区的合作组织中，中国多边外交的展开对象包括了大多数的周边国家。如东盟由东南亚的10个国家组成，如果算上“东盟十中、韩、日”(10+3)机制的话，已包括了东亚地区的绝大多数国家。同样，上海合作组织由中国、包括俄罗斯以及中亚四国参加，蒙古、印度、巴基斯坦、伊朗成为上海合作组织的观察员。在解决朝核问题的六方会谈中，更是涵盖了朝鲜、韩国和美国、中国、日本、俄罗斯等主要周边大国。作为观察员国，中国还参与了南亚区域合作联盟的活动。可以说，中国积极参加的周边地区性合作组织已经涵盖了周边所有的国家，中国的多边外交己经成为中国在周边地区外交一个重要手段。
因此，本文将以中国在亚洲地区参与最多的区域问题和地区合作组织的活动为中心开展研究，探讨中国在东北亚、东南亚、南亚和中亚地区的多边外交取得的成就和存在的问题，总结必要的历史经验教训。

Abstract
China is emerging as new regional great power. Based on rapid economicdevelopment, China has built up comprehensive national power since Reformand Open. China also moves away from hitherto lukewarm stance, which isreluctant to explicitly support multilateralism and regional cooperation.Now, it appears proactive in cooperation with other regional countries ineconomy, security and military area. Along with Chinese comprehensivenational power enhancement and in international affairs' influenceenlargement, various interests of the friction and the emergence of China
threat theory is also the obvious reality.
One of the main points that can guess what the China's future will becomes to the matter whether China will join actively to the internationalcommunity following international system, order and standard or stay as afree passenger bringing about international instability. In other words, arapidly rising China, the future is to become a cooperative, peacefulcountry, or to challenge the status quo of the country, in theory andpractice of both countries and caused controversy. From the perspective ofthe neighboring countries, China Rises can be called both opportunities andthreats. The power balance reorganization and so on a series of arguments,becomes the academic circle an important topic. In other words, the rise ofChina for the 21st century what the impact of the international situationin reality is a major issue.
